The project shown was designed by principals of SGA while employed by L. Robert Kimball & Associates, West Chester, PA. David Schrader served as Lead Programmer, Planner and Designer. Bruce Bachtle was Project Manager. Construction of the project was completed by L. Robert Kimball & Associates.
This new 58,000 SF Emergency Operations Center is centrally located to serve the entire State of New Jersey. The design is partial bunker and partial exposed construction. Hurricane and blast threats influence the design of the facility, which includes fully redundant systems. The facility is designed to function completely off the grid in the event of a catastrophe. It uses ground source heat pumps for HVAC and provides a portion of the facilities electrical needs through the use of a photovoltaic array.
Following the construction of this facility, the user intent for the building was modified and the facility became the “ROC,” or Regional Operations Center.
